split IPFS.csv to ipfs-files 
* IPFS.csv is now a symlink to ipfs-files/IPFS.csv
* ipfs-files/IPFS-archive.csv contains the old CIDs
* ipfs-files/README.markdown explains the dirname not being IPFS (conflict?)
* _config.yml includes ipfs-files just in case
* README.markdown has been updated appropiately

[IPFS](https://ipfs.io) related files
The directory isn't called IPFS in case it would cause confusion to IPFS
capable software.
