Halfops don't exist on all networks and usually ops are the highest, so
they can as well be in brackets to be more clear.

Move ## channel policy from channel to IRC...

...and make clear that my bot might not be on the channel, but don't
move the link to anywhere so visible.
Yes, I know it's in sitemap.xml, but it probably doesn't hurt there.
Maybe I could blacklist it though.
