* I forgot to update changelog in channel.fi.markdown
* I forgot to add voice in brackets to channel.markdown as indicator of
correct flags as when you have voice on my channel, you usually have
flags `+ViA`.

Move ## channel policy from channel to IRC...
...
...and make clear that my bot might not be on the channel, but don't
move the link to anywhere so visible.
Yes, I know it's in sitemap.xml, but it probably doesn't hurt there.
Maybe I could blacklist it though.
