Repair BookStack httpd configuration
All checks were successful
ci/lysergic/push/pipeline Pipeline was successful
Details 
- Replace wrong instances of RewriteCond with RewriteRule
- Remove wrong quotes around rewrite conditions
- Set correct options (seemingly our version of httpd does not set
  FollowSymLinks by default?)
