This defines the following permissions:
Granted to opers by default:
- relay.create
- relay.destroy
- relay.claim
- relay.link
- relay.delink
- relay.linkacl.view
- relay.linkacl
Granted to all users by default:
- relay.linked
And the following which is not explicitly granted:
- relay.savedb
