Valentin Lorentz 6cbc6a14dd Rename all 'locale' directories to 'locales'. 
Firstly, these directories contains more than one locale. Secondly, it conflicts with the 'locale' python module.

This plugin allows you to set welcoming messages (heralds) to people who are regognized by the bot
when they join the channel.
