This reverts commit 1d2eefe880b8482dd04dfccc4990b85d8fed4e46. IrcState instances are created more than five times a second! Imagine how much memory is used (hint: 300MB five minutes after startup). We should first try to reduce this amount.

WINDOWS USERS:
The wizards (supybot-wizard, supybot-newplugin, and supybot-adduser) are all installed to your Python directory’s . What that probably means is that you’ll run them like this:
