Specifically, the issue is with Anonymous using irc.noReply() in
the first call, preventing nested commands' result from being used.
Before this commit, the second and third responses in the test would be
only "1" and "2" instead of "1 ['foo']" and "2 ['foo']".

(though it keeps the year updates)
After discussion with several people, it seems better to mention
copyright owners explicitly. eg. https://reuse.software/faq/#vcs-copyright
explains the issue of using VCSs to track copyright.
As db7ef3f025 only replaced mentions
of my name with 'The Limnoria Contributors', this commit only needs
to undo that + add one person who contributed to setup.py.
This is a safe command for admins to allow as it's limited to text reminders,
unlike the equivalent scheduler.add (+ misc.echo) which usually needs to be
restricted to prevent abuse
