Overhaul of RSS.py:

* Changed caching mechanism to cache the entire feed instead of just the
  responses
* Added 'rssinfo' command to access the RSS info elements like URL,
  description, last updated time, etc.
* Updated docstrings and configure for the 'rssinfo' command
