faq: having the bot reply to nothing

I also included global instructions, because I knew someone coming from
Eggdrop who wanted it globally, because their Eggdrop was also quiet.

With lobotomy, the bot stops doing everything on the channel. If you want
it to not reply to commands, but still work as titlesnarfer or similar, you
can configure it to not respond to anything.
