Update faq.rst
- Minor changes for grammar (remove incorrect/excess usage of "quotes") - Removing references to broken supybot.com, instead talking briefly about PluginDownloader - Update & reword "Why won't Supybot respond to private messages?" clause, since `+R` is not just specific to freenode.
