It is possible to just grind stuff:

money is grinded by rolling > 100 dice with zero bet. There is 1/dice size chance that one’s balance is doubled, otherwise nothing happens.
anarchy/strength is grinded by framing someone with zero fine. There is 2/6 chance that one’s anarchy/strength is increased by 1, otherwise nothing happens.
health is just leeched from others after the player has a lot of money.

Also once the player has grinded a lot of money, they can try stealing everything from other players, becoming a griefer.
