wiphy: expose network objects instead of BSSes
The idea here is that network object will contain a list of BSS that have the same SSID and security setting. From user point of view, we will connect to a certain SSID instead of connecting directly to a BSS. We pick the best BSS automatically from the BSS list when connecting to a SSID.
