Shivaram Lingamneni c5579a6a34 fix #1688
* Add ACCEPT-tracking functionality (authorizing users to send DMs
  despite +R or other applicable restrictions)
* Sending a DM automatically accepts the recipient
* Add explicit ACCEPT command
