	README: mention that ngIRCd's CloakHost and CloakUserToNick are not supported
Cloak tools that enforce hosts on remote users are by nature unsupportable because they cause hostmask desyncs when forwarding Relay users. This in turn makes channel moderation impossible. [skip ci]
