Add a few more basic CTCP commands, notably CLIENTINFO, telling one what
commands dbot supports.

Fixes/goes towards fixing #268.

Responds to CTCP commands.

## Description
At the moment only CTCP VERSION, CTCP PING is handled in JSBot.
